ranching knowledge in the Carta Valley area. His dedication to community
service is evident by his many board and committee positions. He served
on the Rocksprings ISD Board of Trustees for more than ten years and the
Edwards County Appraisal Board. He is currently the President of the
Edwards County Appraisal Review Board. Stephen also serves on the
Edwards County EMS Board of Trustees. Stephen serves on the RGEC Bylaws,

Mark is a graduate from Sul
Ross University with a degree in Animal Science. He and his wife Ann,
have been ranching southeast of Marathon for 24 years. Their 3 children
are all home schooled. Mark has served and currently serving as a
director for the Big Bend Soil and Water Conservation District for 18
years. Mark currently serves on the Audit, Finance, and Policy board
committees. |

Bill and his wife Rita, have
been Co-op members for over 28 years. They first moved to Del Rio about
41 years ago, when he was an instructor pilot at Laughlin AFB. After
serving his tour in the USAF, Bill used his B.S. degree in Mathematics
to teach high school in Del Rio. He then worked as a Border Patrol
agent/pilot until retirement in 1997. He now works as a private pilot
for several local ranchers and corporate heads. He is actively involved
with charitable/public service organizations including the National Park
Service and American Red Cross. The Whites have been married over 43
years, have one grown daughter and one granddaughter. Bill is currently
serving on the RGEC Bylaws, Tariff, and Redistricting committees. |

Rowdy Holmsley
holds a Bachelor of Science degree in Range Science from Abilene
Christian University, and is a fifth-generation rancher in Southwest
Crockett County. He started operating his home ranch in 1990. Holmsley
and his wife, Jennifer, are the proud parents of a daughter, Connor.
Rowdy served on the Member Advisory Committee for his area prior to
being elected to the board. He says he is most proud of RGEC for its
attitude towards helping its members. His goal as a director is to keep
reliable service at reasonable rates, and he believes that the biggest
challenge the Co-op faces today is maintaining competitive prices. Mr. Holmsley serves on the Finance,
and Tariff Committees. |

Frank Archuleta

Frank first moved to Dell
Valley in 1949 with his family. His father was engaged in farming in the
same area for forty-five years and Frank continues the tradition today.
He and his wife Sandy, raise boer goats, and are involved in many
organizations in the Dell City area. Frank says, “From the days of no
electricity until today, I have seen the progress made by the Co-op.”
Frank currently serves on the RGEC Audit, Redistricting, and
Finance board committees. |

Margarita Nelson

Margarita has been a member of
the Co-op since 1998, when she married Dr. David Nelson. Though the
Nelsons have six children, this busy mother is never too busy to
represent her fellow Co-op members. She has a CPA Assistant degree and
is the Administrator for the Pep and Homebound Education Programs for
the Carrizo Springs School District. She has served on numerous local
committees and remains involved with community involvement projects. In
1996, she was voted Dimmit County’s Woman of the Year. Margarita
currently serves on the RGEC Bylaws, and GM/CEO Board Review
committees. |

Henry Mills, III

Henry spent his childhood
growing up on his family’s ranch near Pandale. He is proud to carry on
the ranching tradition and that of Co-op leadership. His father served
on the RGEC board for many years. He is a graduate of Trinity
University, where he received his degree in business administration. He
and wife Maxine, moved to Del Rio in 1961, where he owned and operated
Mills Feed & Supply. He has served as a director of the Devil’s River
Soil & Water Conservation District for over 25 years, is past-president
of the Wool & Mohair Warehouse Association, went to England and Spain on
a fact-finding mission for the Mohair Council, and has been a member of
the Texas Sheep & Goat Raisers’ Association. Henry currently serves on
the RGEC Audit, Bylaws, and Tariff board committees. |

Cindy Whitehead

Cindy is the fourth generation
of a family with a proud ranching heritage. She grew up on a ranch in
Kinney County and learned an appreciation of the value of having
electricity in rural areas. Ms. Whitehead owns property in Kinney and
Edwards County, and helps her daughter and son-in-law, Cody & Michael
Gruenwald, maintain property in Val Verde County. She holds a BA in
Social Sciences from Texas Tech University and MED in Educational
Counseling from Sul Ross. She was instrumental in forming the Val Verde
County Child Welfare Board, served on the Val Verde County Library
Board, and was active in 4-H activities during her daughter’s childhood.
Cindy currently serves the RGEC board on the Audit and Redistricting committees. |

Priscilla ParsonsDistrict 2

Ms.
Parsons has lived in the Carrizo Springs and Crystal City areas
all of her life, except for the time she was attending Southwest Texas
Jr. College and Sam Houston State University, majoring in Business
Administration. In
2001, Parsons left her position with the Uvalde Consolidated
Independent School District in the CEI junior high reading lab, to
assist her husband with their family business, Parsons & Parsons
Conservation Contracting. The Parsons are owner-operators of a ranch
seven miles north of Crystal City, where they raise livestock, and offer
hunting and recreational opportunities.
Ms. Parsons and her husband of 35 years, Johnny, have been
members of the Co-op since 1990. She is the mother of a son and
daughter, and grandmother of two granddaughters. Priscilla currently
serves on the RGEC Bylaws, Policy, GM-CEO/Board Review committees.

over 20 years. He is the married father of three and has served as a
director of the Texas Sheep and Goat Raisers Association, Texas Lamb
Breeders’ Association, and Kinney County Livestock Show board. |

Kimball Miller

Kimball Miller brings
a wealth of experience from having served on numerous other boards,
including both for-profit and non-profit enterprises. A native of Fort
Davis, Miller is a graduate of Texas A & M University, and served in the
U.S. Air Force. He was formerly employed as a pilot for Braniff Airways,
until returning to the family's ranching interests in Jeff Davis and
Presidio counties in 1974. Mr. Miller and his wife are the parents of
three grown children, and the proud grandparents of seven. Kimball
serves on the RGEC Audit, and Policy board committees. |

James Evrage

James Ray Evrage and his wife, Freddie, own ranches near Crow Flats,
and Pinon, NM. The Evrages lived in Artesia, NM and owned and operated
the Main Place Inc, Mr. E’s Mens Wear and other businesses. For over 25
years, Mr. Evrage was president of the Main Place Inc., and was involved
in many other organizations. He is past president of the Lions Club,
past president of the Artesia Business Association, Director of the
Artesia Chamber of Commerce, Director of the United New Mexico Bank in
Carlsbad and Artesia, plus numerous other organizations. He has been a
member of the Masonic Lodge over thirty years and is a 32 Degree Mason.
For over nine years, Mr. Evrage served on the board of the Otero County
Electric Co-op in Cloudcroft, NM. He is a Certified Director by the
National Rural Electric Co-op Association. James currently serves on the RGEC
Finance, Redistricting, and GM-CEO/Board Review committees. |

Lowell Woodward

As a
fourth generation rancher in the Trans-Pecos area,
Lowell’s family has depended upon Co-op
electricity since 1964.
Prior to that, they used gas or self-generated electricity.
He says, “Co-op electricity has enriched our lives in a rural
area that no one else wanted.”
Mr.
Woodward previously served as an RGEC director, until term limitations
dictated that he go off the board.
In his absence from the board, he and his wife, Carol, continued
to serve fellow Co-op members by being on the Alpine Member Advisory
Committee.
